This paper argues that in order to attract quality manpower, raise financial resources, and harness entrepreneurial skills to manage and deliver projects on time, India should use public-private partnership (PPP) agreements in its defense aviation sector. The author then outlines how PPP could be successfully embedded into some of India's defense aviation procurement projects.
