This paper explores the links between the European Union's migration priorities and its foreign policy agenda. The author explains why the EU has increased its efforts to regulate migration flows beyond its borders and given priority to cooperation with third countries. The paper also examines how EU foreign policy has developed vis-à-vis these third countries, and what objectives these policies serve to effect.
