This paper evaluates the results of a 2011-2014 collaboration between the Bonn International Center for Conversion (BICC) and the South Sudan government to improve the management of state-owned arms and ammunition. The author explains that although the project succeeded in the first two years, the outbreak of hostilities in South Sudan in 2013 has led to large scale proliferation of small arms in the country.
