The testimony in this transcript focuses on 1) the importance for the US of maintaining military-technical superiority over its competitors so that it can protect its interests; and 2) what the US can learn from the policies it adopted during WWII and the Cold War to compensate or offset the numerical advantages of its adversaries through technological investment.
