This paper analyzes the trans-border relations between the neighboring regions of Russia, Latvia, and Estonia. The author assesses the interplay between central and non-central actors in the regions of the three countries and analyzes their regional position in the context of marginality and provinciality. Special emphasis here is given to the Pskov oblast and the city of Ivangorod in particular
