Drawing on examples provided by Kenya and Cambodia, this paper argues that inconsistent climate change policies increase the vulnerability of marginalized populations and lead to conflict over resources. The authors argue that a human rights-based approach can help vulnerable populations adapt, particularly if it is complemented by other governance measures and by practical support also to economic development.
