This paper looks at the role of governance in five countries that have either emerged from or are still experiencing internal conflict: South Sudan, the Central African Republic, the Democratic Republic of the Congo, Mali and Rwanda. Ultimately, the paper's recommendations echo those of the 2014 African Union (AU) High Level Dialogue on Democracy, Human Rights and Governance -- i.e., they stress the need to establish specific political norms, including the inclusive engagement and participation of ordinary citizens in government processes, and the effective coordination of all stakeholders at local, national, and regional levels.
