This paper provides an overview of the EU's common strategy for energy and climate policy to 2030, agreed upon in October 2014. More specifically, the author examines the compromises made for the 2030 agreement and how the European Commission will have to implement the new framework by giving it a legal form, submitting legislative proposals and addressing outstanding issues. He then examines the challenges the new EU framework poses for Germany's "Energiewende" policy of moving the country towards generating more energy from renewable sources.
