In light of the political fragmentation which has affected Libya since the fall of the Qaddafi regime in 2011, this paper considers whether a federal governance structure could help stabilize the state. The authors also briefly examine Libya’s past experiences with federalism and the challenges to this type of governance structure. They also provide recommendations on how the country's political leaders and the wider international community could assist in establishing federalism in Libya.
