This brief discusses how disagreement between the US and Japan in key areas, such as agriculture, is stalling wider Trans-Pacific Partnership (TPP) negotiations. The author argues that these difficulties are mainly due to the fact that Japan is less vulnerable to outside pressure and well aware of its key role among TPP members. Moreover, he asserts that the Obama administration is facing domestic discord, blocking its capacity to use full bargaining power in TPP negotiations.
