This paper considers the internal and external factors that led to Russia's open assault on the US-led international system in 2014. Ultimately, the assault is attributable to an overriding failure – i.e., not integrating Russia into the Euro-Atlantic community. That's a failure, incidentally, that won't be reversed anytime soon and will require significant policy adjustments by the West, some of which the paper recommends.
