This paper discusses EU-Russian cooperation from a project-oriented approach. The author addresses the impact of innovations in Russian policymaking discourses during the Putin presidency on the transformation of conflict issues in EU-Russian relations. The paper describes how the growing recourse of Russian policymakers has important consequences for trans-border relations between Russia and the European Union.
