This policy brief discusses issues related to the burden-sharing exercise of sovereign debt restructuring. The authors argue that the approach centered on collective action clauses (CAC) is not sufficient to solve inter-creditor and debtor-creditor equity problems. They then put forward several policy measures that enhance the equity and efficiency of sovereign debt restructuring procedures.
