This commentary discusses the threats that the rise of the Islamic State (IS) poses to Russia. These include 1) the potential for the spread of Islamist ideology in the North Caucasus, something which could lead to instability in the region; 2) the possibility that the rise of IS could destabilize Russia's neighbors; and 3) Russian fighters returning from Syria. The authors also examine how Russia has responded to these threats, including its proposal to set up an anti-terrorism coalition organized through the UN.
