This paper examines plurilateral negotiations leading to a Trade in Services Agreement (TiSA), a proposed international trade treaty between 23 parties, including the European Union and the United States, aimed at liberalizing the worldwide trade of services such as banking and transport. The author argues that the barriers to trade in services are distinct and their removal consequential. She then explores promising avenues for both maximizing the gains and minimizing the costs of services liberalization.
