This paper examines how Iranian President Hassan Rouhani has fared in reshaping relations between his country and neighboring states in the context of the P5+1 negotiations over Tehran's nuclear program. These countries include Saudi Arabia, Israel, the smaller Gulf Cooperation Council (GCC) states and Turkey, as well as Hezbollah.
