This report examines what challenges face a national dialogue process in Libya that could bring about reconciliation and democratization in the country as well as initiatives that have attempted to bring about such a dialogue. The author also examines the perception of dialogue in Libyan culture and what role the international community can play in a Libyan national dialogue process.
