This report examines China’s approach to conventional arms control as well as how international actors can engage with Beijing so as to get it to adopt and support the Wassenaar Arrangement, one of the key multilateral export controls regimes. In particular, the authors examine 1) China's past engagement with the Wassenaar Arrangement; 2) its export control regulations and agencies; 3) its export control for military products; and 4) its export control for dual-use items and technologies. They also provide recommendations for Wassenaar Arrangement participating states and other international community actors on how to convince China to commit to and comply with the principles of the agreement.
