This report summarizes the main points of discussion at the Oslo Forum that took place from 18 to 19 June 2014 on the feasibility of engaging terrorist groups such as the Islamic State (IS) and Boko Haram in dialogue. Some of the individual sessions at the forum looked at 1) preventing violence during popular uprisings; 2) prospects for peace in Syria; 3) the use of force as a peacebuilding tool, and 4) the question of whether engaging with extremist groups advances or hinders the pursuit of peace.
