Using Abu Dhabi and Kuwait City as case studies, this paper examines how Gulf cities are able to provide water to all of their citizens despite regional aridity. The author contends that the historical development of the water sectors in Abu Dhabi and Kuwait City in the 20th century was, first and foremost, a result of local and regional politics as well as reformist leaders in the cities.
