This paper argues for the development of a roadmap towards a sustainable Economic and Monetary Union (EMU) in 2015. The authors contend that the EMU, as it stands, is not viable in the long run and that the European Union remains threatened by low levels of investment, sluggish reforms, persistent tensions between EU members and an erosion of EU legitimacy. They then present a series of proposals designed to address and these problems and create a more resilient monetary union.
