This paper examines how impact evaluations of government policies and programs in low- and middle-income countries conducted by aid agencies can promote good governance and development. The authors also argue that aid agencies are particularly well suited to fund such impact evaluations, and that they can accelerate progress in the developing world by increasing the resources available for evaluation.
