This paper discusses 1) the terrorist threat to the UK and the EU, particularly that created by foreign fighters returning from Syria; 2) how the UK has responded to the problem of foreign fighters; and 3) the UK's role in EU counterterrorism. The author also examines the implications of a possible UK from the EU for other Union members and their counterterrorism capabilities and policies.
