This brief contends that Voluntary Return and Reintegration programs (AVRRs), established to incentivize the return of asylum seekers whose applications were refused back to their country of origin, should be monitored. It concludes with a a series of questions that are required for carrying out a comprehensive evaluation and monitoring process of AVRRS.
