This brief looks at the problems the EU faces in the frail and fragmented South Caucasus region. According to the brief's authors, Brussels might better deal with these problems by 1) playing a more responsible and active security role in the region, 2) being better prepared to deal with the twists and turns of Russian foreign policy, and 3) coping more effectively with shifting, complex, and uncertain domestic-regional environments.
