This paper provides an overview of the main EU-level initiatives that were put forward in the weeks following the January 2015 terrorist attacks in Paris. The authors argue that a majority of these proposals actually predate the Paris shootings and had until that point proved contentious in the efficacy, legitimacy and lawfulness. They particularly focus in two challenges which these policies pose to EU two cornerstones; 1) the freedom of movement; and 2) the EU democratic rule of law.
