This analysis assesses the steps the Iranian President Hassan Rouhani has taken since his election in 2013 to transform his country's foreign policy. The author focuses on key changes in Iranian policy with regard to the country's dispute with the US over its nuclear program as well as its relations with its Gulf neighbors and key players in the broader region. The author contends that while Rouhani has made some progress in improving his country's foreign relations, to make real progress he will have to tackle certain central issues, such as how to successfully conclude a nuclear deal with the US, and improve several key relationships.
