This brief explores the problem of arms diversions, which is one of the principal ways human rights abusers and violators of international humanitarian law manage to procure weapons. More specifically, the brief's authors examine the Arms Trade Treaty's (ATT) multi-faceted response to the diversion problem and what states can do to prevent, mitigate and tackle it further.
