Following Russia's intervention in Crimea in 2014, NATO defense ministers agreed in February 2015 to create immediate reaction forces to strengthen the Alliance's eastern flank. This paper contends that these forces (the so-called spearhead) should be complemented with a "shield" of credible deterrence and permanent training facilities.
