This paper discusses the status of and the obstacles to the local government reform promised by the Ukrainian central government in 2015. The authors argue that in order for the Ukrainian authorities to follow the declarations with more decisive action, EU assistance in the form of outside expert help is needed. They contend that the assistance should place a greater emphasis on preparing local authorities and communities for reform and include training programs for officials and local activists.
