This commentary discusses the Minsk ceasefire agreement, signed on February 12 2015, to bring an end to the fighting between Ukrainian government forces and Russian-backed separatists in eastern Ukraine. The authors contend that if implemented, the agreement could provide a functioning framework for a mutually acceptable political settlement. If the implementation fails, however, a re-eruption of hostilities is highly likely.
