This report examines the factors that have prevented a national reconciliation and transition process in Libya following the fall of the Qaddafi regime in 2011. In particular, the author looks at how the fragility of Libya's military and security institutions, the timing of the parliamentary of elections in July 2012 and the behavior of Islamist groups have all contributed to hindering the reconciliation and transition process in the country. He also discusses what the country can learn from the dialogue and reconciliation process it had between 1946 and independence in 1951 as well as what Islamist groups and other actors can do to further the transition process in Libya today.
