This paper examines why the Danish government's engagement in Iraq and Afghanistan has brought the country to the attention of al-Qaida sympathizers. The author also explains why, as a result, an activist Danish foreign policy must go hand in hand with a robust, flexible, and coordinated homeland security system. To this end, she examines ongoing Danish efforts to enhance civil-military cooperation in homeland security, and evaluates the culture of cross-governmental cooperation in Denmark.
