This paper examines trends in Chinese investment in EU countries since the start of the euro crisis at the end of 2009 as well as what leverage the EU has in its negotiations with Beijing over the establishment of a Bilateral Investment Treaty (BIT). The authors also 1) look at the impact of the negotiations for the Transatlantic Trade and Investment Partnership between the EU and the US on China's attitude towards a BIT; 2) outline the key issues for Europe in the BIT negotiations; and 3) discuss how the EU can maximize its leverage in the BIT negotiations.
