This paper examines the African Peer Review Mechanism’s (APRM) investigation of attempts at regional integration in Africa, particularly that related to trade and markets. The author suggests that there have been strong commitments to integration on the continent and that an extensive institutional architecture has been developed – predominantly in the form of regional economic communities. However, he also suggests that actual progress on integration has been limited. He reviews the factors that have undermined regional integration and argues for a more focused and simplified integration agenda.
