This paper looks at how the international agenda on women, peace and security, as defined by UN Security Council resolutions including UNSCR 1325, is interpreted in practice and how this can be improved. The authors argue that the agenda has helped to bring unprecedented levels of attention to the needs, roles and experiences of women in conflicts and in peace processes. However, they also contend that the interpretation of this agenda in practice has overlooked the potential for it to reduce militarization and violent conflict. Finally, they provide recommendations for how to emphasize the conflict prevention elements of the agenda in practice.
