This commentary examines the Ukrainian government’s policies towards the Donbas region under separatist control since the signing of the Minsk ceasefire deal in September 2014. Among other issues, the author examines 1) Kyiv’s withholding of social benefits from residents and the suspension of subsidies for state institutions in the territories outside the Ukrainian government’s control; 2) Kyiv’s security and military actions in eastern Ukraine since the signing of the memorandum; and the prospects for the future of the conflict in Donbas.
