This is the second part of a two-part report that highlights the mounting importance for national security agendas of technologies that are becoming gradually more independent of human control. In particular, this part of the report examines 1) the challenges involved in the control and regulation of autonomous technologies; 2) the potential dual-use nature of autonomous technologies and the implications this has for policy on these technologies to prevent their use in criminal or terrorist activities; and 3) the ethical implications and public perception of these tools.
