This paper discusses some of the obstacles preventing a lasting peace agreement in South Sudan between supporters of President Sava Kiir and supporters of the ex-Vice President Riek Machar. In particular, the author points to the presence of Ugandan troops in South Sudan and the lack of effective mediation by the Inter-Governmental Authority on Development (IGAD) as contributing factors. The author then makes a set of recommendations to the parties and mediators involved on how to best bring an end to the conflict.
