This paper discusses Germany's leadership in the EU's response to the Ukraine crisis that started in 2013. The author contends that while Germany has led Europe’s response to the Ukraine crisis during the past year, the EU institutions have been sidelined. While the role of these institutions needs to be strengthened, she argues, it is crucial to avoid zero-sum competition among the many European foreign policy actors.
