This bulletin argues that Russia is struggling to implement its rearming program, which forms an integral part of the effort that Moscow launched in 2008 to reform its armed forces. The author also looks at the reasons why Russia is having these problems and contends they include the breaking of cooperation with the Ukrainian defense industry, deteriorating economic conditions in Russia, Western sanctions, the lack of qualified young engineers in the country, and insufficient investment in research and development.
