This bulletin examines the effectiveness of the European Union's security sector reform (SSR) promotion efforts through a brief review of the Union's SSR engagement in Africa. In general, the author contends that despite the EU’s institutional and financial efforts, the achievements of its SSR missions are rather modest and that they have had little or no influence on the capabilities of countries in Africa to protect their citizens from violence. The author concludes with policy recommendations for the EU on how to increase the effectiveness of its SSR operations.
