In light of Russia's 2014 intervention in Crimea and its involvement in the separatist conflict in eastern Ukraine, this paper argues that a negotiating process needs to be established to bring about a new political order in Europe. The authors also contend that this new pan-European order must have a strong energy component at its core and that Germany should use its OSCE chairmanship in 2016 to initiate negotiations.
