This paper provides a summary of a series of essays on how to preserve and build maritime security in Asia as well as a brief overview of the background of this issue, including the problems facing the existing system of rules on Asian waters. The authors also describe the pattern of coercion that has developed in Asia in the recent past and provide recommendations for the US and its allies on how to preserve a rules-based system for maritime issues in the region.
