This paper examines whether the Indian government is living up to its goal to end energy poverty in the country in light of its claim that it should not have to commit to global emission targets to tackle the problem. The authors find that India's domestic policy is generally consistent with its aim to reduce energy poverty. However, they also identify inconsistencies within India’s international discourse as they suggest that the country simultaneously tries to project an image of a strong emerging economy and that of a poor developing country in need of special treatment.
