This paper examines what the author sees as the lack of transparency in EU policymaking, especially when it comes to the influence of lobbyists. The author argues that existing EU transparency rules are substantially undermined by complex decision-making procedures, opaque inter-institutional negotiations as well as by a lack of consistency in the EU’s culture of transparency. She then offers recommendations for EU policymakers on how to improve the Union's transparency in general and its regulatory legislation on lobbyists in particular.
