By reviewing peace negotiations over the last thirty years, particularly those since the mid-2000s, this report tries to highlight the optimal conditions needed to start peace discussions and then formally conduct them. Implicit in this approach are the ideas that negotiating models must be lessons learned-oriented, and therefore always malleable.
