This monograph examines how the Arab Spring and the regime changes that followed in its wake have affected relations between Arab states. Ultimately, it concludes that the Middle East has entered a "Gulf moment" in which the Gulf States have become the regional actors with both the ambition and the ability to shape the Arab world.
