This bulletin discusses Russian public opinion toward Ukraine, the US and the EU, contending that there was a dramatic negative turn against all three in 2014. The authors argue that this shift was driven by a misinformation campaign by the Kremlin, which was facilitated by the government’s control over the media in the country and by how the campaign played on the population’s aspirations and grievances. They then discuss how the West can respond to the campaign.
