This bulletin discusses the ‘green card’ proposal, which suggests that a way to strengthen the role of parliaments in the EU would be to enable national parliaments to make EU legislation proposals. The author first outlines the response of the European Commission, the European Parliament and national level parliaments to the proposal. She then argues that the proposal is too simplistic to deal with the problem of democratic legitimacy in the EU and that it is counterproductive as it positions national level parliaments against the EU Parliament. Finally, she discusses issues she believes national assemblies must consider in terms of their role in the EU.
